MANAGER, LEGAL DEPARTMENT

The Ports Commissioner is inviting applications to fill the post of “MANAGER, LEGAL DEPARTMENT” in the Belize Port Authority. Work station: Belize City with duties countrywide.

Duties and Responsibilities:

  1. Assist the Ports Commissioner to develop the Authority’s capability and compliance with the regulatory functions under the Belize Port Authority Act, The Harbours and Merchant Shipping Act, the Wrecks and Salvage Act, and any other applicable laws of Belize and Regulations made thereunder;
  2. Ensure prosecution for non-compliance with those laws;
  3. Maintain and direct an organized programme in relation to Maritime Legal issues;
  4. Advise the Authority with respect to any IMO regulations, and draft relevant Cabinet and legislative instructions for domestication of such, and submit for final approval of the Ports Commissioner;
  5. Consolidate and modernize the Laws of the Authority to provide for better implementation of the IMO Conventions;
  6. Coordinate and/or facilitate employee training on National Laws and IMO Instruments based on the organisation’s needs, to ensure the Authority’s growth and development;
  7. Develop procedures and training manuals which are user friendly and encourages learning with respect to the laws and conventions;
  8. Assist in the management of various projects designed to facilitate the functions of the Authority;
  9. Perform related duties as may be assigned;
  10. Discharge duties in a fashion that aligns responsibilities with the mandate and goals of the organisation.

Qualification and Experience:

  1. Minimum of Bachelor’s Degree in Maritime Law; or
  2. Associate Degree in Law with at minimum a Bachelor’s Degree in a Maritime Field which integrates IMO Conventions;
  3. Experience in legislative drafting, prosecutions and Office suite an asset;
